It's a common problem in Thailand.
I once asked the bank manager why certain staff state 'cannot', whilst other staff just do it.

His reply was training was on a 'need to know basis'.    🥴

Compounding the problem no one in bank can speak English.

I can understand 'cannot', it was the reply I got on my first time in this bank branch, 300km from where the account originated in Phuket, and subsequently on two more occasions,

They used 'cannot' on updating my passport number on my account, then on getting a new debit card, and then on getting new bank book, until I got them to call Phuket.

I received an OA Retirement Visa from Thailand Embassy in NYC and when I arrived in Thailand I opened a bank account w/o any problem by just transferring money in from my USA account.
