The claims are against random people lodging lots of fake votes that were accepted and counted, as per the then current processes that were made 'flexible' due to Covid.  There is a reason why nearly every State has passed laws changing how votes can be accepted and counted since 2020.  They are not saying officially this means that the 2020 election should be redone, but it clearly shows that the laws were far to weak and the concern was that some people took advantage of that.  There is no doubt those relaxed laws and rules allowed more people to vote, but the question will always remain - were all of that massive increase in total votes legitimate (27 million more than in 2016).
