Is it possible? Some have, some doesn't.

 

Yes, plenty of free online software or app to create one.  Take any photo, crop if wanting and resize down to 100 x 100 pixels if need to be that small.  Could even lessen the resolution of gif, maybe, to fit parameters of avatar upload.

Very small size limit to upload. Any sites other than Facebook where you can upload a file and download it as a smaller file B wise?
