do I need to go to immigration or is the residence letter from my embassy also accepted?

my embassy does it in 30 min for 1500 and I think Samut prakarn take a week.

Just ask the Car Dealer where you have booked your Car with, they will know this. I didn't needed a Certificate of Residence when I bought my Car as I have a yellow Housebook
