Does anyone know how to fix a Phillips Air Purifier that just does this when turned on?

When have you cleaned or replaced last time the Filter? You can push the Start Button for 3 seconds to reset the Purifier.

Thanks. The filter has been cleaned and I seem to remember a different code that shows when it needs cleaning.  I've tried pressing and holding the Start button but it doesn't change anything.

Is the filter designed to be cleaned? Or should it be replaced?

The filter might have something built in that the device identifies that that filter was already used for x hours. And for that reason, it tells you to replace it.
