Yes, but blanket statements that it's "fast and cheap" is not true. Every embassy is different. Some are fast, some are slow. Some are cheap, some are expensive. NZ really takes the cake in the expensive department though.
If your DTV visa is rejected, you can apply from the same embassy for retirement visa. You can use your Thai bank account with 800,000 baht in it for that visa application. Then when you go to Thailand and want to apply for an extension, the international transfer requirement will not be applicable.

In fact, if you knew Hua Seng Heng, they probably don't store anything at all, as they have a huge stock on the premises at any time.
Wen I called them first time, they told me for up to 500 baht of gold, I can just walk in at any branch. When I went to their seacon square branch, there was a queue of maybe 50 people wanting to buy or sell gold.
Large purchases were served outside the queue, and I was 4th in line
