You are being messed around by rogue office. 

To obtain a Non O from visa exempt entry the funds do not require seasoning. 

That's a unique Jomtien load of crock. 

In any event you still have an issue. 

The application for the Non O requires 15 days remaining on permission of stay. 

With a 60 visa, exempt entry +30 day extension that not enough if io insists on 3 months (crazy) 

As again about 60 extension to visit wife. 

In hindsight you would have been best to obtain Non O marriage e-Visa from Vientiane.

You'll save yourself a lot of hassle if you apply for the Non O based on Thai spouse from a local Thai Embassy.

On entry that will grant a stay of 90 days, then you can apply directly for the 1-year extension of stay.

You could additionally apply for a 60-day extension to the 90 day permitted on entry if you need more time for funds to season.

 

There is a recent report of Vientiane issuing the visa a day after the payment was made in person.

400K funds only needed in a bank account on the day of submission.

Electing to enter by VE, you'll need several visits to Jomtien in order to eventually get the 1-year extension.

1. 60 day extension application.

2. Non O application, which takes 14 days to be approved.

3. Revisit to get the Non O stamp once approved.

4. 1 year extension application, which takes up to 30 days to approve.

5. Revisit to get the extension stamp once the application has been approved.

Better to fly/go to Vientiane, apply/get a Non-O Visa there (takes a couple days), then come back on that.  This avoids dealing with the "Non-O Conversion" lady at Jomtien who wants 15K Baht payoff to follow the written rules, plus 2 trips there to deal with it. 

It's bad enough having to deal with the historically-abusive 1-year marriage-extension desk staff, there - no sense doubling your pain.
