A friend of mine has just flown back to Thailand to sell the property he leased (30 year agreement) with his now deceased wife for 2 MB to the resort owner who owns the land.

He has been informed that he can't pay the money into his Thai bank account as he is on a tourist visa. 

Does anyone have a clue how he can get the money out of Thailand? He has the sales agreement with all taxes paid.

Says who? He has an account which presumably is functioning?

Contact CS of said bank if the bank account staff are saying that.
