Tiền Giang Police Launch Investigation into Infant's Death at Unlicensed Childcare

The Investigation Agency of Tiền Giang Provincial Police has initiated criminal proceedings against Bùi Thị Hồng, 68, for "involuntary manslaughter" after the tragic death of an infant at her unlicensed childcare facility in Hamlet 5, Tân Phước District. The case draws critical attention to the operations of informal childcare providers and the importance of regulated child safety measures.

The incident occurred on December 16, 2024, when Đỗ Sơn, a resident of Tân Lập 1 Commune, left his two children at Hồng’s childcare site. Among them was his 10-month-old son, Đ.L.M.Ch. That afternoon, Sơn’s family received a distressing call reporting an emergency involving baby Ch. Upon reaching the site, they found the child unresponsive and without vital signs.

A subsequent autopsy conducted by the Tiền Giang Forensic Centre revealed the cause of death as acute heart and respiratory failure, accompanied by obstructive pneumonia. Shockingly, the toxicology report indicated the presence of ethanol in the infant's blood, with a concentration of 96.78mg/100ml, though no other toxins were detected.

The unexpected death raised questions, prompting Sơn to request a more thorough investigation. On February 18, 2025, Tân Phước District Police asked the Forensic Centre to clarify whether the detected ethanol could have contributed to the infant's acute medical conditions or if underlying health issues were to blame.

Initial progress in the investigation was delayed due to incomplete information from the Forensic Centre, leading to a temporary suspension. However, the case was reopened on May 29, paving the way for a formal criminal investigation.

Investigators have since confirmed that Hồng’s childcare service began operations in early 2022 without the requisite licence. Untrained and uncertified, Hồng’s biological daughter and daughter-in-law were responsible for looking after the children, raising significant concerns about the qualifications and oversight in unlicensed childcare environments.

As the investigation continues, this case underscores the inherent risks associated with informal childcare settings and highlights the urgent need for regulatory oversight to ensure the safety and well-being of children. The community and authorities alike are closely monitoring developments as they unfold.
