Looks like Chinese 0 dollar tour bus.

Looks like a bus, nothing more.  Since when do bus companies advertise that they are part of a zero-dollar tour?

Restricted headroom is usually clearly marked. The driver either didn't look or didn't know the height of his bus.

Last year I saw a truck stuck under a  bridge that has its height clearly marked.

There used to be a bar suspended on chains some distance before this barrier so that would warn you with an almighty bang before you hit the barrier but the bar has long since gone having suffered so many strikes. I have even seen an emergency vehicle trapped by this same barrier. Only a short distance from this barrier a pedestrian bridge was knocked down by a tip-up vehicle travelling in the opposite direction having forgotten to lower its back section after deliver a load.
