I entered Thailand on a tourist visa on April 30, visited Immigration at Lak Si, and obtained a three-month Non-O, which needs to be renewed for a one-year Non-O on August 17. All good. Since I entered Thailand on April 30, I should file a 90-day by July 29. I visited Immigration at Lak Si today, Jul 23, to submit my 90-day. Immigration told me that I need not submit a 90-day till I renew my Non-O on August 17. This confuses me since I thought the date to submit a 90-day was independent of the date to renew my Non-O. Is this just because it is my first 90-day after entering the country on a tourist visa and converting to a Non-O?

You are not renewing your Non O. 

You are obtaining a 12 month extension to the 90 day permission of stay obtained from the non O. 

 

When you apply for extension, the date the extension is approved and entered into passport starts your 90 day report clock. 

You will need to do the very first report in person. 

Subsequent reports can be done online..

As DrJack54 said, you won't start 90 day reporting until you get the year extension on the Non-O 


Just so you know you're not renewing anything, your 90 day Non-O runs out and you apply for a yearly extension of stay) 


Once you get the year extension inked in the officer will staple a small paper into your passport stating when your FIRST 90 day report is due.


Also remember you do NOT do 90 day reporting at Laksi, you do it at the main immigration office on Chaengwattana Road but now it's its own room up on the 3rd floor (actually 90 day reporting TM30 and resident certificates) 


Here's what that paper looks like they staple into your passport.  Once you get your year extension (which you can do when you have 45 days or less left on your current 90 day Non-O stamp) look for that paper for when you do your first 90 day report
