Immi writes, if I wait more than 30 days, I should go in person, with the slip of the registered letter.

IIRC they mean 30 days since the due date, not since the date I posted my letter to them (which is 15 days befor the due date)?

Good question. 

I have always understood it to be 30 days after due date and not 30 from date you posted the report to immigration.

You can, but I've seen reports of people saying that they received their confirmation back in the mail just before their next due date.  Sometimes it can take a while. The entire point of submitting by mail is to avoid going there in person.  I would just take the proof of registered letter next time and do the TM47 in person, and argue it at that point.

I have had them take up to 6 weeks to get the 90 day report receipt back in the mail.

I wouldn't do anything, just wait it out and IF you don't get it before your NEXT 90 day due date, take the EMS tracking confirmation of receipt of this report to the office with the NEXT 90 day report 

They have a whole box of undelivered envelopes of receipts when you go in and many times peoples' return letters are in it
