This leaves the questions:

1. Who is rumoured to close bank accounts?

2. Who's accounts are rumoured to get closed?

Maybe a link with Scambodia and scam bank accounts. 

 

I've noticed with Thais their attention to detail is zero, so what they say is often vague with no detail given

I do not take rumours of Thais lightly. 

Their rumors tend do have a lot more factual background than barstool rumors from farang or AN members. 

 

I can imagine that Thailand freezes bank accounts to a certain degree (like they have been increasingly doing the last months) and uses the war as an excuse (like they have been using the scamming industry as an excuse).

I cannot imagine that they close down the banking system.

 

I would not want to be a Cambodian national with a Thai bank account (or vice versa).

They are already closing the many mule accounts used by the scamming and gambling industry operating in border areas. Could be affecting oligarchs causing them to fall out???

I personally know of only one account that has been forcibly closed.  It was used to receive the salary from a legitimate company, no scamming. 

 

There are many posters on many websites whose accounts have been closed,  usually from pìss-poor countries like Norway, Australia, Switzerland.

They haven't always posted that they were mule accounts,  but I am sure they were.
