Will a Thai person with expired thai passport and expired ID card have problem returning to thailand by air?

note, she also has valid US passport.

Closest thai embassy is a 12 hour drive each way. plus up to 6 week wait for new passport.

Thaiz can get in to thailand on an expired thai passport. 

She leaves the US on her US passport, she enters thailand on her expired one

AND 

Worst case if she couldn't enter with the expired thai passport (which she can) she could enter free stamp 60 day visa exempt entry on the US passport, then get her thai i/d renewed and go to the immigration office to get a year extension based on being a thai who entered thailand on a different country's passport for 1900baht

OP, correct advice above. 

Insist on her entering Thailand on expired Thai pp. 

If enters on US passport will be subject to visa exempt stamp entry etc. 

Have her renew Thai pp here in Thailand and not in USA prior travel.
