Tried a few websites suggested by Google, but only received page 'Connection Not Private', even when accessing (supposedly) official government links. What's going on?

OP there are two acceptable sites. This link lists both.

Or just cut/paste site posted by @fredwiggy this one: https://evisa.gov.vn/ 

 

When I apply it generally takes about 4 days. 

Note you can apply for date in future. 

Meaning the approval eVisa has a valid from date in the future. 

Obviously the date that matches your entry date.

 What would you consider the best time-saving schedule and itinerary?

 

How does this sound? Arrive HCMC afternoon or evening on a Sunday, check in at the hotel and submit the application online as you will need the VN airport entry stamp as part of the eVisa application. This gives them at least 5 working days to process

 

Have a tentative return or outward booking for late Friday, but have flexibility to change either to Thursday or after the weekend?

Seems I may have misunderstood the OP issue. 

I took the inquiry to be obtain an eVisa for Vietnam. 

As did another posters reply. 

 

You are outlining eVisa for Thailand obtained in Saigon. 

That indeed maybe what the OP is asking about. 

Until he comes back we can only think he can't access the evisa websites. I went to Vietnam in March, after asking people here where to go and what to do beforehand. I went for my evisa a month before I was planning to go, online at that site I linked,as I didn't want to take any chances or try to get it in Vietnam, which others had warned about, having it in your hand before you left being a smarter idea. I received it back in a week or so, plenty of time, and I did have to include, with proof, where I was going to stay at least the first day after I arrived at the airport in Hanoi in my application, along with the fee.

No, I indeed asked about a Vietnam eVisa. Following the links given here (which are, incidentally, the same ones I tried yesterday), I got through to the main page. Unlike yesterday, there was no error page: 'Connection not private', even though I used the same internet connection as yesterday...

Great report. Did they ask you for a return-ticket? Also, how often, in a year, can one enter with an eVisa?

Yes, you need to give them your itinerary, return dates, as the visa is only for a certain amount of days. I did the single visa, not planning to return right away. There are single and multiple visas you can get, if you plan on returning, just like here. The multiple allows you more visits within the 90 days allowed.

Thanks. However, with 'return-ticket', I meant a ticket 'out', and with 'how often', I meant, 'can I apply for a second, or third eVisa in one year'...

You do not need to have/provide return/onward flight. 

You do need to state exit date. 

Now here's the trick... Even if you were only staying a few days... Put exit date 30 days after entry date. 

That's for 30 day tourist visa. 

That way the e-Visa will have entry date you did on application and "until date" 30 days later. 

If you make mistake counting and enter more than 30 the form just rejects and asks to provide date within 30 days from entry

Yes. 

Part of the application indicates past visits. Just fill that in. 

Prior to e-Visa I used to obtain four multiple entry TV for Vietnam (each 90 days) for the year. 

No issue.

Thanks for clarifying. Yes, you just need an exit date, as some come through border crossings instead of by plane. That's what they asked.

One added point. 

When you get to payment (last item) there is option to review application. 

Pay particular attention to duration between the enter and valid until date. 

You are looking for 30 or 90 days depending on what option you selected. 

Unlike eg a tourist visa to Thailand where the 60 day stamp may be outside "enter before date".
