You are 100% correct. Not sure who here got information the the route was open IT IS NOT!

Based on the confirmation that others have successfully sent documents to the USA in the past week, yesterday, I visited the local Thai Post Office where they refused to send an EMS documents envelope to the USA.
 

Tomorrow I will go to Udon Thani and try to send from there.

This is PARCEL service not letters.

 

Its because of the tariffs situation. There’s no way to calculate or prepare for import charges, certainly not prepaid, and unlike DHL or FedEx you can’t over prep-pay and get a refund to your ‘account the difference’. So postal package service was just stopped cold. 
 

But letters ‘without import value’ are fine and were not included in storage.

They may consider SMS as parcels.

Australia Post ( and 190 other countries) has the same restrictions but there was an article earlier this week that the situation will be fixed next month.

The EMS envelope with documents only has been accepted at some Thai Post offices this month for sending to the USA, thus I personally confirmed with another US citizen.

     SS Manila told me the Proof of Life letters were mailed out late this year, on July 29.   I have moved several times and I don't know where mine ended up so I sent in a replacement the other day.  Manila said in an email my benefits were suspended until the POL was received but I got my regular SS September payment so that wasn't true.

They're sometimes not in sync with each other, as I've noticed communicating with them. 

I mailed an envelope with Social Security info to USA a few days ago.  Tracked as delivered.  No problem

Partially false.

Items sent through the international postal network that are not merchandise, such as letters and documents, are still exempt. 

So mailing Form 7162 including any document attachments should get to US destinations. Sent by some courier services (ie., FedEx) can confirm delivery even to a post office box.
