Could be worse like some others   having a crap in the street

When I used to visit Amsterdam it was amusing local color to see the drunks piss in the canal. Seemed harmless enough the canals can take it but it isn't as drunks fall into canal and drown.

Amsterdam built lots of public facilities to reduce that.

Thai drivers: 'yes', but foreigners 'no'... (After all, after visiting temples during the day, they should be tucked in at the hotel not later than 10 p.m.)

One would think that there are  more important crimes than some  Foreigner taking a Leak in the Ocean or any where .Considering that Any Thai at Any Time has a leak Anywhere and that's Quite Normal. 

So people ,Report some Real crimes will ya. There are Millions to chose from Traffic crimes /Corruption /assaults just for starters.

A "world renowned" tourist centre without public toilets? 

Just put in some pissoir every 200 meters and wash them down every evening and morning. 

Seriously, Pattaya is a high profile tourist area,especially  along Beach Rd yet no public toilets along that Rd except in bars where they charge. Put in toilets at least every 100 metres for goodness sake. Mr Mayor get your act together. By the way your mobile  dunny bus was the dumbest idea you had. No wonder no mention as to what happened with that stupid idea. Seriously the council couldn't run a chook fight.

I would rather pay the bar 10/20Baht to use their facilities than use a Thai public toilet!

I read somewhere they were tagged as falang, which surprised me as even through the burring I thought of them as oriental asians. Whatever happened to these public toilets that were announced like the second coming several months back?

I can understand the call of nature and if drunk or sober you do it in a quiet place away from people.But in the open  you will have problems,even I,am not that stupid to pee in a open place or sea where anyone can see.Use the bar you just left  or somewhere private

Could be worse, I always recall a guy relieving himself on a spirit house at the old Tops corner of 2nd and Klang.... he got a moderate beating!
