What part don't you understand. 

Currently to obtain a Non O in Thailand you need a Thai bank account. 

To obtain a Thai bank account you need a Non O. 

It's a catch 22 situation. 

Currently you will not be able to open Thai bank account from a visa exempt or tourist visa entry. 

Years ago it was common place to open bank account from tourist status. 

That's no longer the case. 

Bottom line : obtain the Non O from outside of Thailand (eVisa)
