The apology was private and the substance of it has not been released. Given that the ad was truthful, Reagan did oppose tariffs, except for a very few exceptions, it's clear that the reason for the apology has nothing to do with the facts it was based on.

Henry of Navarre, a Protestant who converted to Catholicism to become King of France, once quipped Paris is worth a mass. For Carney, the same kind of disavowal applies to Washington.
