Enclosed establishments such as hotels, clubs etc open 11 am to 4 am.

Alcohol sales can be allowed during any opening hours in all retail outlets.

Let the RTP deal with any irregularities or disturbances.

 

That would mean that the RTP would have to go out after dark to patrol to counter any disturbances. Going out after dark, (unless you are running a mobhanded checkpoint in a well lit location with convenient free wi fi) is seriously scary! Much easier and more effective to arrange a regular "tea money" payment, and come around in the evening to collect it.

No point in these regulations.  The 2-5pm dry period is a revolutionary decree from a military government that seized power in a coup d'etat and it would make more sense to just repeal all such revolutionary decrees in a spirit of democracy.  It had fallen into abeyance by the 1990s but the arch convict decided to revive it for reasons better known to himself.

They don't complicate things, but they totally lack any attention to detail which leads to confusion. I've been coming here for 20 years and it has always been the same, Their rules and statements are inept and everybody has to just muddle through. Immigration is the perfect example as each office interpret the rules slightly differently because there is little clarity in the laws.
