Thailand’s Justice Minister Pol Lt Gen Rutthaphon Naowarat has confirmed that Chinese representatives formally thanked Thailand for extraditing key fugitives, highlighting strengthened cooperation against transnational crime. The remarks followed a meeting on 27 November 2025 at the Ministry of Justice, where senior Thai justice and narcotics officials welcomed Mr Hu Dapeng, a standing committee member of the Yunnan Provincial Communist Party and secretary of the province’s Political and Legal Affairs Committee. The discussion underscored the immediate diplomatic impact of Thailand’s latest handover of a high-profile suspect wanted for embezzlement of state assets and involvement in scam operations.

 

The meeting took place in the context of the 50th anniversary of Thailand–China diplomatic relations, which both sides marked with expressions of goodwill. The Justice Minister noted that ties were further strengthened by the official state visit of Their Majesties the King and Queen to China from 13 to 17 November 2025, at the invitation of President Xi Jinping. Thai officials said the developments reflect the deepening and elevated status of bilateral relations.

 

Thailand and China have cooperated closely across multiple fields, including trade, tourism, investment, law enforcement and criminal justice. The Minister emphasised that the extradition treaty between the two countries has played a central role in cross-border enforcement, with the latest extradition prompting appreciation from the Chinese delegation. Chinese officials acknowledged Thailand’s role in transferring suspects linked to major financial misconduct and scam networks.

 

Both parties reiterated the importance of enhancing collaboration to combat transnational crime, particularly technology-driven offences and scam operations, which Thailand has designated a national priority. They also discussed efforts to counter drug trafficking, especially in the Golden Triangle region, where Thailand’s Ministry of Justice continues to coordinate suppression efforts. The Minister said Thailand is committed to bilateral and regional cooperation, including through ONCB Region 5’s partnership with Yunnan authorities to share intelligence and reinforce drug-interdiction measures.

 

Naewna reported that the meeting further addressed China’s interest in expanding cooperation on legal services, training and professional exchanges, as Yunnan aims to position itself as a regional hub for legal services in South and Southeast Asia. The Ministry of Justice expressed support for such collaboration, noting that enhanced legal coordination would help strengthen long-term operational efficiency for both sides. Officials from both countries agreed to continue building on existing frameworks, particularly those under Mekong subregional cooperation mechanisms.
