The Royal Thai Navy has reaffirmed that it remains open to all proposals for the procurement of a new frigate, stressing that the project is still in its early stages and that every step will be handled with caution and transparency. The clarification follows public speculation about a potential deal with specific shipbuilders. Navy spokesperson Rear Adm. Paratch Rattanachaipan said on 6 December 2025 that the process is focused solely on drafting the vessel’s technical specifications, with no company selected or under consideration at this stage.

 

He emphasised that the Navy is continuing to welcome proposals from experienced naval shipbuilders and maritime defence manufacturers worldwide. These proposals may include technology options, operational capabilities and potential forms of cooperation. The intention, he said, is to ensure the Navy can make a fully informed and comprehensive comparison in line with government procurement regulations.

 

Rear Adm. Paratch noted that the new frigate is expected to play a vital role in strengthening Thailand’s maritime sovereignty and national security amid evolving regional challenges. He added that the Navy is prioritising performance and long-term operational value. The service is also placing importance on proposals that offer economic or technological benefits, including opportunities that could support the country’s defence industry or contribute to domestic economic development.

 

According to the spokesperson, the Navy is committed to ensuring that all phases of the programme reflect due diligence, fairness and transparency. He stressed that the priority remains the best interests of the nation and the public. The Navy also aims to ensure that any eventual procurement aligns with both strategic and economic considerations.

 

Naewna reported that as the project moves forward, the Navy will continue refining the technical requirements before entering any formal selection phase. Further updates will be provided once the specification stage is completed. Rear Adm. Paratch reiterated that no decisions will be made until all data and proposals have been thoroughly examined.
