Why they are not arresting the guards as well? They knowingly allowed this to happen without reporting it to people in higher positions than the director. 

The Director alone is not the only person who permitted this to happen. 

Conjugal visits with the person of your choice, in privacy, should be mandatory for prisoners. True in my country, no problems. Ah, well, one guy killed his wife but he was already serving life.

The guards employment is their only lifeline...  see nothing, say nothing stay in a job.

In Klong Prem the guards brought the drugs in and sold them as well as mobile phones.

Defamation laws...ruin your life, ruin your career, could cost you a small fortune, and/or jail time, and that's fir the honest guards, the others just take their share of the payments.
