Russian Overstayer Living on The Street Detained in Pattaya

A Russian man who had been living on the streets near Pratumnak Beach in Pattaya for several months has been detained by immigration police after being found with an expired visa. The man, previously known as Ruslan Dinarovich Valiev and now going by Narli Svuo (also reported as Narli Svuo Lisevich), had been surviving without shelter, money or a phone while relying on discarded food and small amounts of assistance from Russian-speaking residents. His detention has brought immediate attention to his deteriorating condition and the risks faced by foreigners living undocumented in Thailand.

 

Authorities found him in worn, heavily soiled clothing and in visibly poor health after he had spent months sleeping on the porch of a local showroom near the sea. During this period, he had no stable accommodation and his passport had been damaged by water, preventing any possibility of travel and his visa being nearly two months overdue. A loyal black dog, which stayed beside him at all times, had also been living on the street.

 

Further checks led officials to contact his mother, who confirmed that he suffers from serious mental health issues and had lost stability before leaving home. Immigration officers have since moved him to a police station, where he has been fed, cared for and stabilised while arrangements for his welfare are assessed. His dog has been adopted by local Russians and is now being safely looked after.

 

Officials say the case highlights the complex challenges presented when foreign nationals in distress lack documents, support networks, or the ability to travel. Immigration procedures require valid identification to process overstays and damaged passports often delay repatriation efforts. Local residents familiar with his situation expressed concern that without intervention, his condition would have continued to worsen on the streets.

 

Authorities are now coordinating directly with his family to organise his return home so he can receive appropriate medical treatment. This process will involve verifying identity documents, arranging emergency travel papers and completing immigration procedures. Until this is finalised, he is expected to remain under official care while efforts continue to ensure he can leave Thailand safely.

On Facebook, There's a Thai guy who uploads videos. I've seen a couple of Russian on his videos doing the same thing.

What´s not to like? Really? Maybe it can be that he is a foreigner in Thailand without means to support himself and lack valid permission to stay. You think?

Anyway, for you it´s totally ok to have shirtless broke bums in Thailand as long as they love soi dogs.

There are larger issues going on in every nation than people not having a visa

He's not a drain on the public system, appears to not be hassling locals for help, or causing any trouble of any kind. Why must we remain in the lands where we were born? It's such an antiquated notion.

The issue is his overstay. That apart, he was not harming anyone, and was caring for a homeless dog. No doubt he will be repatriated. Hopefully the dog is in good hands.

I understand that whilst Russia has conscription It is not universally applied. By law conscripts only serve inside Russia - the troops serving in the Ukraine are "volunteers", better paid.

 

However, once conscripted it seems that a cynical and rather liberal interpretation is placed upon "volunteering", and Russia has of course incorporated Donbass and Crimea into Russia anyway.

        Nobody is suggesting we must remain in the country of our birth,  but people need to be able to support themselves especially if travelling or intending to live in another country     

        There may well be larger issues than not having a visa, but , would you believe, the various  authorities are fully capable of dealing with more than one issue at a time, that might just  be why they have  different departments IE immigration, police, military , inland revenue etc etc 

         You may not think he is causing any problems, but he is a filthy tramp living rough on the streets,  It always starts with  "just one" but if not dealt with promptly and   robustly  others will soon follow and before anybody realises we are over run with them

         Just look at your own or any western  $hithole country if you want proof, and its the likes of you that are to blame

Really, I do not believe in bombing nations, overthrowing governments due to "intelligence reports" or welfare.
