Is it possible through legal and above board means to create new ownership documents for a 2nd hand car that does not have them? 

On FB marketplace, there are some  nice cars that have no documents; more than likely being held by some financial institution or pawn shop, or perhaps the car "borrowed" and never returned.  Are there agents who can do a title search and negotiate to resolve the issues like in many US states or is it a dead end, no way but under the table?

I understand that it may be 'do-able'   but is fraught with hoops hurdles and lots of money...vehicles without  green or blue book

are only worth considering for parts  and even then  dodgy because they could be stolen  or like you say the finance company holds the books  so  technically you could be prosecuted for handling stolen goods..best to avoid with a very long bargepole...IMHO

I agree.  There are some very nice vehicles going so cheap you can tell even Thais avoid them.
