What exactly does this have to do with fraud in CA, MN, or any other state? The fact is, fraud across the country is occurring through these federally funded programs administered by the state.  

The Dems are doing their best to hide the fraud. Look at this proposed bill in Virginia.

It is difficult to prove the criminal intent. This is one of the reasons why so much commercial crime goes unpunished.

The state of California is under investigation for fraudulent use of federal funds.
