When people enter Thailand , Immigration can see their entry/exit history .

Can Embassies access that info as well ?

They used to have no access, and I'd guess (!) that hasn't changed - they still ask people to send them pictures or scans of their stamps in their passport.

If a person had a long history of staying in Thailand on visa exempts and extensions and then got refused entry due to the latest clampdown , if they then applied for a soft power DTV doing Thai cooking . Could the Embassy check the applicants stay history and refuse DTV due to them not believing they want to study cooking ?

I am just trying to work out why some DTV applicants get refused

Since the roll out of the eVisa online system at thai consulates world wide every thai consulate can see your previous eVisa history (applications, cancellations and rejections) no matter where you applied.

They do not have access to your previous 'sticker' visa history, your entry or extension history.

That is why you see consulates request scans of every page of a person's passport (blank pages too), so they can see visa exempt, extension and denial of entry history.
