This is quite correct service is poor in Australia. I am with Singtel/Optus and to get service you have to answer questions from a computerised voice and then are connected to an service centre in India. They used to have an Australian service centre but this was dispensed with for "economic reasons". And it is always your equipment that is faulty there is never any problems with their network.
