I am starting a garment manufacture business in Hua Hin and I am curious how to get a staff for my factory?

I see some ways.

Internet advertisements:

I need some high educated staff (like pattern-makers, processing engineer) and they can use internet and can see my advertisements.

But how to find workers like seamstress, cutter, etc.?

Agencies:

Do you know any HR agencies, who can help me to find a staff?

Advertisements in local magazines:

Is it works? Is it sutable for searching of high educated staff only or not?

I need to hire minimum 10+ people to start production. I already have several orders from my home country and need to start ASAP.

Where's the factory?

Hua Hin - Cha Am. This is Prachuap Khiri Khan District.

I had not rent any space yet, but I live in Hua Hin and I am planning to work here also.
