AFAIK, you should leave your winmx settings as they are, with the winmx firewall settings off. You should allow tcp/udp through your firewall on the ports that winmx uses. The upload limit should be set to around 80-90% of your upload bandwidth (which is not equal to your download bandwidth) because of the way TCP/IP works.

With these settings I can usually (but not always, True always finds ways to screw up on a regular basis) get good speeds most of the time with my cafe package. Then I tried it on a friend's computer using the normal 512k package and the speed was, to put it mildly, disgusting.
