I recently bought a condo in Cha Am, but I do not have residency rights in Thailand. Does anyone know whether I can buy a motor sccoter to keep at the condo for when I am in Cha Am?

If you have a non-immigrant visa you can obtain a resident paper from any Immigration Office. All you need is proof of address in Thailand, from your landlord (housemaster) or copies of your own property.

Not usually possible to buy a vehicle in your name if in Thailand with a visitor's visa or visa on arrival stamp.

P.S. Resident paper is only 'proof' of address in Thailand, and nothing to do with permanent residency.
