2) Easier to subsequently get a work permit ?

The quick answer to both is no.

The only advantage I can see is you can get a non-imm O visa before going to Thailand and therefore you may be marginally more attractive to an employer since they don't have worry about your visa. They still have to worry about your work permit and there is no preference shown for being married to a Thai.
