No Jeny. A PRC can apply for a 15 day permit on arrival, but Immigration will want to see your outbound travel arrangements.

I think it depends on what kind of visa / entry stamp currently justifies your stay in Thailand.

If it is a sipmle 15 day entry stamp then the good Dr. P P is correct, but if you are here on an entry stamp based on a 60 days tourist visa you can get a re-entry permit. But probably not at the border. You'll have to visit an immigration office near you.
