my pal went to change his one year car/bike license for five years , and they told him they are not giving five year license without a yellow house book now . can anyone confirm this

The rule in my area is that one needs to have a Non-O-Visa to get that 5 year license. And if one can show i.e. a TV only he will have to do with the 1 year license. The switch from the 1 year license to 5 years cannot be done prior the expiry of the 1 license. Best is to go and have it done one the day of expiry. The requirement for the change is copies of pp, visa, stamp to stay and departure card as well as a new residence paper (to be obtained from immigration) and a new medical certificate and/or as you say, a yellow book which actually replaces the residence paper in this case.
