Just go to the local phone shop and tell them you want to see all their "EDGE capable" phones. That should net you speeds of around 15-20 KiloBytes/second, perfect for emails and ThaiVisa visits. After you see their models, ask for the cheapest one. I recommend using Nokia, but I'm a bit of a snob in that regard. On the latest Nokia phone's cd, there is already the settings for connecting to AIS or DTAC. I'd recommend getting both companies' sim cards, in case one is slow you can switch to the other. A quick call to the respective help line will get you going with a connection package that suits your needs. I usually pop for the unlimited package, but I leave my 'puter on all the time and can't be bothered for turning the modem on and off. The unlimited package is ~ 1000 THB. There's cheaper packages, and unlike the West, they charge by the hour not the amount transfered.

i am also in same situation in samui. so i have mobile phone with edge. so i activated GPRS/edge in my true move.

monthly package is 250baht unlimted gprs/edge. it was some what better.

Speed is ok but Downloading big Files not possible

I'm paying 1100 bt to DTAC for unltd access per month.

I would assume speed is OK for day to day usage, i.e. browsing websites and checking e-mail, but downloading a big file (i.e. a movie) would take in the time range of days instead of hours!
