You can get a re-entry permit for any valid visa (not used or expired), permitted to stay/admitted until stamp, or extension of stay.

Yes, 1900 baht single re-entry, 3800 baht for multi.

Single entry 1,000 Baht. It keeps your permision to stay date alive it does not extend it.
