Going to Snookyville again next month. Getting a ride there with a friend, but coming back before him. I know I can fly to Bangkok from Phnom Penh (app. 2,800 baht), but...

Anyone know the best/fastest/cheapest way by bus (or bus & ferry, if it's running again)?

Easy....US$20 (or higher price if you dont shop around) booking from most hotels, leaving every day Sihanoukville Bus Station at 8am by large air con bus to Border, met by Mini bus taking you to Pattaya, arriving about 7.30pm...(Ferry has no connection s at Border) I did this run in February 09.
