I would imagine you may be able to rent a Northpoint condo for 60K on Wongamat beach. They will be available in December this year. I think you will find it satisfies all your requirements.

That's too far from the action in Pattaya and quite a climb to the main road in a wheel chair.

I really think a good condo right in Pattaya itself may be the way to go for you. Jomtien will be very difficult by sports wheelchair and they're doing a lot of construction on the road which would make it a nightmare going back and forth if you want to take your own wheels.
