Is it possible to show up at the airport and buy a standby ticket? Are there ticket agents outside the terminal building. I'm thinking of Philippine airlines and Cebu Pacific.

I've never noticed any travel agencies at Suvarnabhumi as there were across the street from Don Muang at the railway station (somebody please correct me if I'm wrong). All airlines that fly from Suvarnabhumi have a counter/office at the airport, but these are not ticket counters in every instance. No idea about the two airlines of interest to you.
