I have seen thai non-imm visas in 2 different forms.

Some are stickers and some are stamps.

Is the form simply dictated by the size of the consulate issuing?

That is all it is ...........the stickers are used by the bigger embassies and posts and the stamps by the lesser volume offices. In time it will be all stickers but it is costly and not     a high priority for MFA
