i need to know if i can do my 90 day permit in a province other than the one i am residing in at the moment. i live in bkk and i'm going to chiang mai on the day it is due, and i have no chance to get it done here before that. will i be able to just do it in chiang mai?

If you mean 90 day address reporting, this has to be done in the province where you reside. There is a 7 day window either side of the report date, so you do not have to go on the exact day.

and what if i were to put down the address of my house in chiang mai, since i would actually be physically living there for quite some time?

I usually am out of Bangkok when my 90 day is due. I just mail in the forms, copies from passport, original expiring receipt, return envelope to my Bangkok address with 10 Baht stamp. Immigration ALWAYS accepts this in my experience and mails the new 90 day receipt to my Bangkok address where I pick it up later.

My address is in Nong Khai province. My one year extention NON O Thai wife was obtained in amphur Bueng Khan, Nong Khai province.

My 90 days report is due Oct 12, and my current extention expires Nov 2.

I am in hospital in Chiang Mai. Is there any chance, that with a Medical Certificate from the hospital, I could give my TM 47 to the immigration in Chiang Mai, get my receipt, and ask them to fax ithe form to Nong Khai - or do I have to send it by mail (I do not know where I will be when the receipt returns)?

You can ask; with medical paperwork. Let us know how it turns out. Don't believe I have ever seen this situation posted. For mail you should do at least a week early.

I expect the worst case would be a fine of 2,000 baht for late reporting.

If you decide to report by mail make sure you use EMS.
