At first, sorry for a, possibly, repeat question - what does the 'Enter before...' on a Thai tourist visa sticker really mean?

Example, the visa sticker says "Enter before 28 February" - Can I still enter Thailand on the 28th (i.e. 'on or before' the 28th), or does 'before' really mean not later than the 27th?? :)

You should enter no later than 27th Feb.
