Can a person on a Thai retirement visa apply for a Canadian tourist/visitor's visa here in Canadian embassy in Bangkok? Thanks for any information.

If you do require a visa, I think it may be a problem getting it in Thailand as they prefer to serve local nationalities.

Applicants for Temporary Resident Visas, Study Permits and Work Permits

As of April 1, 2005, you must apply in your country of residence, your country of nationality or the country where you have been legally admitted.

So, they can apply in Thailand.

'Temporary Resident Visa' appears to be what they call a visit visa. See Temporary Resident for how to apply.

another question is, how long a person has to be here in Thailand as legal resident before he/she can apply for TRV to Canada, or other country?

I don't think there is a minimum time, as long as one holds the appropriate entry clearance for the country where one is submitting the application.

However, each country country has their own rules so one should check withe the embassy concerned.
