My wife goes to two very inexpensive Thai seamstresses for alterations. They are both good but may only speak Thai. One is on the Soi immediately after old Hua Hin Shopping Mall (headed north) about half way up the block on the right side. The other is on Soi 88 to the left in a small shack immediately before the railroad track.

As for a phone, a new IT mall opened (supposedly) today on the top floor of the Old Hua Hin Shopping Mall and I suspect that prices are better there than any other place, but you can also find lots of phones on the 3rd floor of the big Market Village Mall.

I get my hair cut at a small place directly behind Old Hua Hin Shopping Mall (across from All In Hua Hin restaurant) called Tip to Toe. It's nothing special, just a mom and pop shop but they do a decent job (with no waiting) with the hair I have left at 150 baht per cut.

Is there any western barbers in Hua Hin by the way?

Not that I know of. I think that is one of the "protected" professions here that only Thai nationals are allowed to participate in.
