The UN never so much as mentioned a country, nevermind mention or describe an authority within one, never mind mention anything about Thailand, in the statement referred to.

Thanks for clearing that up thomo. You made me look deeper into this. It appears that this rumor came from an editorial written by an Asian human rights activist, Awzar Thi, who himself even used the word "inferred." You can read the article below, but it appears he just compared the UN's description of a "transnational organized criminals" to known cases or cases he heard about and drew the conclusion himself. The UN never said anything about the RTP specifically. (I'm not saying the RTP isn't wholly corrupt, just that the UN didn't say so)
