I wonder if as a foreigner if you apply for a license for personal use they would want you to get a work permit as well?

For a foreigner to get a driver’s license in Thailand all they will need is a non-Immigrant visa. A work permit is not necessary. You cannot get a Thai driver’s license with a Tourist Visa.
