You build a base, sign a long term agreement and then that countries leadership changes and Hosting their Military causes harm, conflict, and financial losses to Thailand that's a problem. Look at Covid, Thai people can and will survive with very little for many years. They can suffer and sacrifice a little to be happy, keep their culture and customs unchanged. -
