i have just leased some shop houses and was woundering if it is my responcability to pay the land tax or my landlord

Usually the owner of the property pays the tax but you need to check your rental contract as it may have been added that the renter pays. The owner may wish to write a new contract changing the terms of the rent in order to lessen their tax burden as well.
