Lao Visa At Nong Khai Bridge

I crossed into Laos from Thailand last Wednesday, at Nong Khai. I met a fellow from Norway on the bus from Khon Kaen, his first trip to Laos. I gave him some instructions, filling out the arrival/departure cards, visa application etc. He did not have a photo with him for the Lao visa. They accepted his application and fee and told him not to worry about not having a photo. He somehow thought that he would get a photo at the bridge or immigration would take one of him and it would suffice.... They accepted my photo. It just goes to show, that not all rules are written in stone.
