Who is your Internet Service Provider, and on what package are you on ?

If you're referring to downloading torrents it doesn't matter what internet service you use. To get a green (healthy) icon you need to "port forward" your router/modem. It sounds complicated but isn't. Have a look at http://portforward.com/

I went through the same thing a couple of years ago so if you can't work out the instructions on that website, please PM me and I'll try and walk you through it.
